Production
Development
On December 5, 2015, FX announced the series would be renewed for a fourth season. It would contain 13 episodes, like the previous season. Production on the fourth season began in May 2016, with many of the cast and crew spotted all over Vancouver. The table read for the premiere occurred on May 12, 2016. The season premiered on September 29, 2016.
Filming
On-location filming usually takes place in locations within Vancouver, British Columbia, including Buntzen Lake, Cleveland Dam, Heritage Park, The Bridge Studios, Sutherland Secondary School and Vancouver City Hall. Because most episodes take place in rural Rhode Island, filming often takes place at an old military base. Having been shut down for years, the buildings have been removed, leaving just roads on which sets are erected, such as for crossroads scenes. Other locations used on the show are often reused two or three times, with the art department making variations to conceal this.
Casting
Several casting changes occured for the fourth season. Gabriel Young exited the show and did not return as his character Paul Knox for the second season, as showrunner Natalie Chandler set out to create a miniseries spin-off for Young's Knox, requiring his presence elsewhere during production of Loose Ends. Jay Baruchel, who played Fitz for three seasons, also departed the series. Meanwhile, on April 20, 2016, Michael Shannon, Saara Johnson and Matt Ryan joined the cast in recurring roles. Shannon was cast as Anton Ivanov, a savvy, dangerous and unpredictable former Russian Special Ops soldier who now is suspected of running a freelance terrorist ring. Johnson was cast as Justine Morris, a fourth grade teacher who becomes a love interest for Eddie Chance. Ryan was cast in a multiple-episode "top secret arc". On September 9, 2016, Brock Kelly and Kenton Duty were announced to recur as teen Eddie and Barry Chance, respectively, for flashback scenes. Also, Laura Linney was confirmed to reprise her role as Carol Webber in flashbacks. Linney's storyline was said to intertwine with that of Michael Shannon's Anton Ivanov, who plays a major part in the fourth season.
